THE
FUTURE OF EUROPE ROAD TO A CIVILIZATION SUICIDE SUMMARY: Revision 2005 Since the 18th and the Enlightenment, Europe has been the cradle of Civilization ( Freedom-Reason- Technical progress-Pursuit of Happiness). Europe has conquered quite the entire world in building vast colonial empires and its migrants have settled in new continents such as North and South America or Australia. Then, Europe lost its empires. Nevertheless, most of the world culture in civilized countries is still a legacy of the European Enlightenment. As a result this survey focuses on Civilization and cultures. According to our diagnosis, the European Union suffers of four symptoms: Firstly, the incapacity to find a common identity; secondly, the declined population (470 million in 2004-460 in 2030 ) is a pretext for massive migrations; Thirdly, a huge unemployment in spite of a GNI which attains 12,000 $Billion in 2004 and is expected to reach about 18,000 in 2030; Fourth, a bad governance characterized by a lack of common vision and a series of wrong decisions. These bad symptoms are related to an ideological fact: The European Union has given up its values and has surrendered to the cultural relativism. As a result of this capitulation, Europe suffers a mental depression which explains the present situation. Moreover, it opens the road to the Islamization of Europe. In an interview in July 2004, the famous Princeton Historian Bernard Lewis was asked if the European Union could serve as a global counterweight to the United States in the future. He answered “ No. It could not serve as such because it would be a part of the Arabic west by the end of this century!”. You may ask: Why does it matter? In fact, it matters because Fundamentalism is everywhere on the increase. It is a problem of resistance facing the surge of a dark ideology. Unfortunately, the European mood prevents any resistance. Population stats: UN: www.un.org/esa/ 1-DIAGNOSIS 2-CIVILIZATION SUICIDE 3-ISLAMIZATION 4-CONCLUSION According to our method, the first step is to draw up a diagnosis: It means that we shall just observe the region: Geography, population, economy, and political situation. This examination shows that the European Union suffers of four traumas: The incapacity to find a common identity; a declined population which is a pretext for massive migrations; a sluggish economy with a high rate of unemployment and finally a bad governance ( No common vision, incapacity to make sound decisions and lack of democracy and transparency ). 11-What common identity? The European countries have been building their unity for forty years. The process started with six countries and involves today twenty five. The European building created a great free market with a single currency. However, the European are still unable to define their common identity and this fact explains the misfortunes of the recent constitutional project. 111-What territory? Presently, the European union (+ Switzerland, Norway and Iceland) covers 4,500,000 square kilometers. With the enlargements, their is a constant uncertainty about the European limits. Indeed, Europe is not a continent like Africa, Australia North or South America and just forms a peninsula as the Western part of Asia. These Eastern and Southern boundaries are not defined: Russia extends to the Pacific cost. For its most part, Turkey is in Asia. Consider the next map ( Source CIA ) DRAWING 1
Right now, the European Union includes many territories outside Europe. For example, Madeira and the Canaries are situated in the Atlantic ocean; the French Guyana and Antillean belong to South America and the Caribbean; The island of Reunion is situated in the Southern part of Indian Ocean! History does not bring too much help. The Greek cities and the Roman empire included the Middle East and North Africa. By this time, the Mediterranean area was influenced by greek ideas ( Cleopatra was a greek princess from Macedonia ) and the habits were quite the same in Roma and Alexandria. With the Arab invasion in order to impose Islam, the Mediterranean civilization entered in a sharp differentiation in culture, beliefs and so on. We can take notice of a first problem regarding the European building: The impossibility to rely on Geography for defining the European boundaries. May we rely on a common culture? 112-What common culture? There is certainly a German or a French culture but it would be hardly difficult to define an European culture. As a peninsula with good climatic conditions, the western Europe has been a hub for many populations originated from Central Asia. These populations founded the Greece and Roman empire. Then, new flows came from the East and the Western Europe became a patchwork of kingdoms, states and national minorities. This fact explains the constant wars opposing the different nations. On the other hand, many attempts were made to build up empires. Some of them only lasted for decades. Some others, like the the Austrian or the Ottoman lasted for centuries. 1-Diversity However, it's not an artificial patchwork of nations. A traveler can easily observe that each border corresponds to a specific culture. Firstly, language is a very strong differentiation. Secondly, even when some countries share the same language ( Such as France, and partly Belgium and Switzerland ), the borders separate distinct ways of life. What is more, each people is closely connected to the landscape it tilled for centuries. For example, Andalucia with its large and isolated haciendas does not look like Provence with its small villages. It means that each country has a distinct physical face. 2-What common features The European peoples ( And mostly their elite) have nurtured a fragile feeling of some common features. Obviously this feeling relies on Christianity. After the fall of the Roman empire, the church ( And mainly the Catholic church in Western Europe ) created a common European culture based on monasteries, cathedrals, and its civil laws organizing the day to day life of the people in some crucial issues such as families, properties, civil and criminal laws. Moreover, the church maintained the Latin as a common "lingua franca" for the elites. This period found its apogee with the crusades. Then, the willingness of the nations to be independent from the Pope, the Reform and the religious civil wars, reduced the influence of Christianity. Today, many people have a bad memories of the church power. Moreover, atheist and deist persons do not agree with the idea that the European identity could rely on a specific religion. However, whatever their feelings, all the European peoples follow some common habits which have their origin in religion. They all share the same festivals such as Christmas. They all have the same behaviors toward women and this fact is linked to the role of the virgin Marie in the Christianity. They share the same habits regarding day to day life: For example, they seat down on chairs and not on the ground. They do not eat with hands. They wear the same dressing and so on. These common habits counterbalance the differentiation of language. Moreover, cathedrals and churches remain in our landscapes: When you see a church, when you hear its bells, you can presume that you are in Europe. You may object that Christianity has expanded over the world and cannot characterize any more the continent. Moreover, the social habits have expanded too. As a result, a British shares more common habits with an Australian than with a Spanish. On the other hand, a Spanish feels better at home in Argentina rather than in Sweden. 3-The sole common identity is rejected. In spite of these uncertainties, all the European peoples share a common event: Since the 18th, Europe has conquered quite the entire world in building vast colonial empires and subjecting immense no European populations. Moreover, the Europeans migrants have settled in new continents such as North and South America or Australia. At first glance, the mastering of modern vessels and weapons was the material cause of these events. In fact, this technical progress mainly resulted of an intellectual revolution : The Enlightenment. This new Philosophy forged the notion of Civilization and the expand of Europe was perceived as a Civilization progress. Clearly, the concept of Civilization could represent the European identity that we were seeking for. Unfortunately, the present European generation does not agree with that and would certainly consider it as a racist idea. It means that we find another very bad symptom: Today, the sole common identity is rejected by the European peoples. 12-Population The European union ( 25 countries + Norway, Switzerland and Iceland ) accounts for 470 million in 2004 and would attain 460 in 2030. This expected decline is a pretext for massive migrations. 121-The decline is an adjustment Many scholars consider this decline as a major challenge. In our opinion, The expected decline of the European population would only be an adjustment, compared to the rapid growth occurring in the past ( For example the French population increased from 40 million in 1940 to 60 in 2001 ). When comparing the European Union with the US, Australia or South America, you may observe a great difference: There are not any large open spaces in Western Europe: No desert, no wilderness. It is a crowded peninsula and all the countries ( Except the North of Scandinavia ) are densely populated. Clearly a decline of population would bring a better living and less pollution. 122-Pretext for massive migrations Unfortunately, the vacuum attracts silent invaders ! The European Countries are facing with an increase of immigration. Globally, the Third world population inhabiting Europe is about 30 million. We can consider that the flow is on an average of 1 million every year. Regarding origins, Africa and the Middle East are the main suppliers. India and Asia are in second position. (Go to international migrations) Most of the permanent and legal migrations in Europe is today represented by the large third world families and the asylum seekers. These migrations are expected to rise in the future. The populations afflicted by wars and insecurity are on the increase: Black Africa with 700 million to day is expected to reach about 1,400 million in 2030. The great Middle East ( Today 500 million in including Turkey and Pakistan ) is expected to get 1,000 million in 2030. Look at the next drawing. DRAWING 2
A powerful third world lobby encourages these migrations: For example, UNESCO compares the European to the old parents occupying a too large flat. The young of North Africa are assimilated to the children. Indeed, UNESCO concludes that the Europeans have to greet their children in their rich home ( The European territory! ) Nobody ask the right question: What would happen if these new migrants were not eager to integrate? If they refuse our values or worst, try to impose to us their own values? 13-The Economy The GNI of European Union ( 25 countries ) attains 11,540 $Billion in 2004. With Norway, Switzerland and Iceland, it reaches 12,146 $Billion ( Equal to the US economy which attains 12,150 $Billion ) and represents 31% of the world Gross Domestic Product in 2004. Of course, these global figures do not reflect the diversity. For example, the income per capita varies from $56,230 in Luxembourg ( 61,220 in purchasing power parity ) to $5,140 in Latvia ( 11,850 in purchasing power parity ). Only ten countries out of 25 ( The Western economies ) are on the average. In spite of these results, the European Union endures unemployment. In fact, the stats show that the structural unemployment mainly exists in France and Germany. 131-The sluggish growth. However, many economists complain that the growth is too low. This assert calls for a close examination. It is true that the European Union appears like a low growth region in the world and that the gap with the US is increasing. However, the next drawing which indicates the average yearly growth rate by country over the five last years, shows that some countries such as the ten Eastern countries get very good results. In fact, the low growth is concentrated in Germany, France and Italy. Of course, the weight of these large economies heavily reduces the average growth rate of the entire region. DRAWING
3 According to this fact, many scholars posit that the low performances of France Germany and Italy are due to the Euro membership ( High Rates, over evaluated currency compared to the dollar and finally the pact of stability which prevents any keynesian policy ). However, when we consider the above drawing, we may observe that the Euro has not prevented Ireland, Greece, Spain and Finland to get good results. The same scholars often say that the globalization with its relocations is the cause of this situation. In fact, the United Kingdom, the most engaged country in globalization gets satisfactory results. It means that these arguments do not explain the specific weakness of some countries. Unfortunately the anti globalization movement constantly repeats them. Other economists explain this situation by the lack of reforms. It could sound right: Firstly, the agricultural policy is completely out dated. Although the agricultural sector only accounts for 2% of the Unions GDP, 40% of the European budget is spent to sustain it through big subsidies, high tariffs and a complex system of ceiling prices. As a result, food is more expensive in Europe than in the USA. ( And tenfold more expensive than in Asia ). Secondly, some countries are exhausting themselves in sustaining a welfare model . Thirdly, the European Union is outpaced in the field of high technology that usually provides the best rate of return. The next drawing shows that the % of high technology in the manufactured exports is decreasing both in the Euro Zone and outside. DRAWING 4 Years----------
1999------- 2000------- 2001----- 2002------2003 Clearly, the research and development remains too low and the % of gross capital formation in the GNI is largely below the Asian standards. It means that we cannot expect the hyper growth that some scholars are calling for. In mature countries it is not reasonable to expect a high growth rate and our global prediction for 2030 sounds right. 132-Unemployment In fact, the main worry is the structural unemployment which attains 8.1% ( 5.1% in the US and 4.4% in Japan ). Today, there are 20 million job seekers in the EU and mainly in Western Europe: Germany: 3.5, France: 2.5, Spain: 2, Italy: 2 . However, unemployment is not an European fatality and the next drawing shows that the situation differs according to each country. ( First column: High rates. Second column: Normal rates). DRAWING 5

6.9% Most people think that there is an obvious relation between the sluggish growth and the unemployment. At first glance, the comparison of the two drawings shows that France, Germany and Italy have many job seekers and a low growth. However, some countries with high growth have nevertheless high unemployment ( Such as Spain, Greece and Finland ). On the other hand, Ireland Sweden and the United Kingdom have acceptable growth rates and few unemployment. Finally, some countries with low growth have maintained a very low unemployment ( Such as Denmark, Netherlands, Austria. Outside Europe, Japan with a zero growth, gets a very low unemployment rate : 4.4% ). It means that the relation between growth and unemployment is not obvious. Other factors ( Culture, traditions ) must be taken in account. Among these factors, some scholars posit that the social protection ( Work regulation, handouts and so on) is also a cause of the unemployment: In fact, the level of social protection was put in place after WW2 and was then consistent with the low unemployment observed until the 1970s. The Netherlands and some Scandinavian countries enjoy low unemployment while continuing to offer high social protection. Moreover, wage moderation has been the rule: In many countries such as France the share of labor in the GNI has declined by 10 % since the 1980s. In our opinion, there is a third cause: In countries with a sluggish growth, the number of workers has too much increased. Firstly, the working population has constantly raised due to the increase of population ( France: 50 million in 1970, 61 in 2003). Secondly, many self employers gave up and joined the labor force ( Farmers, small merchants and so on). Thirdly, women joined the job market because only one salary was not sufficient for a living ( See wage moderation above). Fourth, the immigration brought a new wave of workers on the market. Today, we have 20 million unemployed and about 30 million foreign migrants We have seen that it is illusory to expect an hyper growth in the future. We have also shown that it was difficult to reduce the wages and the social protection because the share of labor in the GNI has declined everywhere since the 1980s. It means that the only possible way to reduce the unemployment is to restrain the number of workers on the market and consequently to limit immigration. Clearly, we may posit that the level of unemployment and the low growth prospects do not justify immigration in France and Germany. In these countries, the first obvious measure should be to prohibit any immigration as long as the unemployment rate remains above 5%. This conclusion seems obvious but immediately encounters a strong opposition based on false economic arguments and ideological positions. Go to Migrations: This survey provides with an economic analysis that challenges all the false arguments of the immigration lobby. Clearly, immigration remains a taboo. The economic policy is obliterated by some hidden ideology : It is another great trauma. 14-Bad governance The governance of Europe is characterized by a lack of common vision, a series of wrong decisions regarding the enlargements and a lack of democracy. There is something deeply rotten in in the decision making process and once again in the mind of the leaders. 141-No common vision The founding fathers were eager to create the unity of Europe as a second pillar of the Western world. Their mission statement was to resist to the soviet threat and to extend democracy and western values in the world. They thought that freedom had two pillars: One in the USA and the second in Europe. The United kingdom, Italy and the Eastern countries such as Poland are presently the real legatees of the founding fathers and believe that, as long as the arch of freedom will remain strongly established on the both sides of the Atlantic, our children will be shielded from any real threat. It must be underlined that this vision is not only a matter of foreign policy. It is embedded in a common civilization based on Individualism, Freedom, Democracy and some cultural links: In the South of Italy, you will not find a family that has not an uncle or a parent in the States. It's the same for the Eastern countries. Do not forget that Chicago is the second Polish town just after Warsaw. In short, all these countries could accept a larger integration, a common defense and foreign policy but they think that an European superpower should weight in the same side of the balance as the USA. On the contrary, the present French, German, Belgium and Spanish policies want to use Europe as a counter-weight of America. The German vision relies on a neutral Europe while the French vision is a legacy of de Gaulle: The French want to use the building of Europe as a tool for maintaining the greatness of France and as a counter-weight to America! Consequently, France constantly proposes a common defense and foreign policy but the real purpose is to create a counter-weight to the American power. Of course, this policy contradicts the alliance between the great democracies. A multi polar world as France pleads for it, should be a dangerous world. Go to real world and Globalization. What is more, France tries to lead Europe towards the building of an Euro-Arab bloc in order to isolate the United States. As a result, The Iraqi War has divided Europe in revealing some very deep differences. Finally, France and Germany do not recognize that there is war on terrorism. In order to avoid a clash of civilizations, they constantly call for appeasement and compromises. As a result, this divided Europe cannot really challenge the islamic threat. By the same token, Europe cannot expect any progress towards a common foreign policy, common defense, common immigration policy and so on! 142-Mismanagement of enlargements The enlargement policy is contested by the European populations and does not rely on sound arguments. After the last enlargement to ten new countries, the European leadership was confronted with two new choices: To prepare a new enlargement toward the Far Eastern Europe ( Armenia, Belarus, Georgia, Moldova, Ukraine and Russia. ) or to enlarge toward the Balkans and Turkey. -Enlargement toward Russia and Ukraine. The best guess was to enlarge toward the Eastern Europe for four reasons: Firstly, with the last enlargement the Union includes three Baltic states which were a part of the Russian territory for many years ( 20 to 30% of the population is Russian ). What is more a Russian territory, Kaliningrad, is deadlocked in these Baltic states and such a situation ( Remember Danzig ) could bring a lot of problem in the future. This only fact pleaded in favor of a future enlargement to Russia. Secondly, these Eastern countries would provide the European Union with the open spaces (18 Million square kilometers and only 203 million inhabitants: Russia: 144 ) Thirdly, the growth rate of these countries is among the higher in the world. ----- 10%-----5%-----5%------7%-----7%---- 7% The global GNI attains 578 $Billion in 2004 ( Russia : 487 ) and would get 3,358 $Billion in 2030 ( Russia: 2,215). Clearly, these countries have made considerable progress since the fall of the communism: The average wage is about $200 a month. In private companies, the shop floor salary reaches $500 and many people exercise two jobs. The cost of the daily life is about one third of those of the Western Europe and you can buy everything ( The queues of the communist period do not exist any more). The large roads and highways created by the communists were quite empty in the sixties. Today, they are crowded. In my opinion, the situation is better than in the Baltic states which have yet integrated the Union. What is more, Russia benefits of huge resources in raw materials and notably oil and gas. Fourth, these populations share the same values as us. Moscow, St Petersburg or Kiev look like more European than Paris or London. Top models and fair beauties can be met at every corner! There are no beggars in the streets and the police is less present in Moscow than in Paris. Moreover, these countries could easily furnish skilled workers. In short, their open spaces and huge resources could bring the assets that are lacking in the European Union and their global culture in the same as us. In spite of these obvious arguments and of the official requests of Ukraine and Georgia, the European Union has closed the door to these countries! This incomprehensible choice can only be explained by emotional reasons ( The European media dislike these countries because their leaders are struggling against the jihadist threat. The shameful reaction of the western European elite after the dreadful slaughtering of children in Ossetie is just a sign of this position). 2-Enlargement to the Balkans The European Union has chosen the enlargement toward the Balkans ( Romania, Bulgaria, Croatia, Serbia, Macedonia, Bosnia, Albania ) and Turkey. Clearly the economic advantage is weak. The area represents 126 million inhabitants ( 80 million muslims whom Turkey: 73 ) and its GNI attains 424 $Billion in 2004 (Turkey: 268). The incomes per capita remain very low ( Below $2,000, except in Croatia: 5,370). In spite of high yearly growth rates ( 5% on average over the five last years ) in connection with the promise to enter in the European union, we cannot extrapolate because of the Islamic trend in the region. According to our calculations based on 3%, the GNI would only attain 915 $Billion in 2030. Of course many pipe lines bringing oil in Europe cross Turkey and the Turkish influence in Central Asia and Caspian ( Big oil reserves! ) cannot be neglected. On the other hand, the European Union gets poor partners, no open spaces and a lot of political risks notably in the Western balkans with Kossovo, Bosnia, Macedonia and so on. For example, Europe could be implied in a conflict opposing Christians to Muslims and defend the latter in contradiction with all its history. Now, what should be the reaction of Russia or Greece which are protecting the Orthodox in this region? What could be the situation in Cyprus yet partly occupied by Turkey? Facing with the consequences of this bad choice, the European Commission and the pro Turkish lobby say that the entry of Turkey would be a model for the entire Middle East and could prevent a "clash of civilizations". Does it mean that we have to destroy our European identity just to easing the democratic process in the Middle East? On the other hand, Turkey is more and more islamized. It is said that there is a moderate Islam because the Turkish army defends the Ataturk legacy in maintaining a close control on the political power. Since this control is not democratic, it should end with the entry in the European Union. What would happen if the moderate Islam once liberated of the army control, becomes a radical Islam? What is more, some scholars and politicians expect another enlargement including North Africa and the Middle East. The governments, the big business, the European bureaucracy and an increasing network of leftist NGO subsidized by the Commission have set up an Euro-Arab framework dedicated to this long term goal (See below). 143-Lack of democratic governance Since the beginning, the European process lacks of democracy and relies on a bureaucracy. The project of new constitution yet rejected by France and Netherlands does not bring any improvement regarding democracy. The next drawing summarizes the draft project. As you can see the legislative and executive bodies are not clearly defined and separated. DRAWING 9
The European council gathers the Heads of states and gives strategic orientations. The Council of the Ministers has the initiative of laws ( With the Commission). These two bodies may be said democratic since their members have been elected in their countries. On the contrary, the Commission and the Central Bank are just bureaucracies ( The monetary policy is completely outside the democratic field ). What is more, the Commission shares with the Council the initiative of law. Can you imagine a democratic country where a bureaucracy would have the initiative to submit laws! By the end, the Parliament is the sole body directly elected by the citizens: Unfortunately, he has not the initiative of laws and it shares the power to vote them with the Council of Ministers. As a result, this Parliament is just a demagogic assembly clearly dominated by a leftist spirit: Most of its deliberations are devoted to the migratory birds, the % of cocoa in the chocolate and more generally the sex of angels just like in Byzantium before its fall. Regarding this bad governance, we must underline that it is a recent phenomena dating from the fall of the Berlin wall. Before this event, Europe was threatened by the Soviet threat and behaved closely in accordance with NATO and the United States. With the end of the threat, the European leaders found an intellectual independence that they had not before. Presently, they just act in accordance with their own ideas and phantasms inherited from their European education. We may see the result! 15-Global prospects 2030 We have to take in account the impact of the next enlargement to Balkans and Turkey on the population (In Million). Union ----------470----------------460 According to an average growth rate of 2% over the five last years, the GNI should attain about 20,915 in including the next enlargement in 2030. However, we cannot extrapolate the past rates. Firstly, we have to take in account the negative impact of the migrations: In a sluggish economy, Immigration results in an increase of social and public spending. As a result, the available savings for investments diminish and by the end the growth diminishes too and the unemployment rises. It is like a vicious circle. Secondly, the islamic surge (See below) will have a negative effect even if it will remain limited by 2030. As a result, we only forecast 2% until 2010, 1.5% between 2011 and 2020 and then 1% until 2030. ------------ 2030 Population----------------------470----------------600 Since there are different growth rates according to each country, the rank of the main economies will not be the same as today in 2030. For example, Germany was the largest economy in 2004 ( GNI: 2,488 $Billion ), followed by the United Kingdom ( 2,016 ) and France ( 1,858 ). According to the forecasts, the United Kingdom will be the main economy in 2030 (3,320 $Billion) preceding Germany (3,100) and France ( 2,500 ). 1-DIAGNOSIS -CIVILIZATION SUICIDE 3-ISLAMIZATION 4-CONCLUSION All these bad symptoms are related to an ideological fact: Confronted to the pressure of Islam, the European Union has given up the common values of the Civilization to facilitate the implementation of the Muslim and Arabic culture in Europe. As a result of this capitulation, the European peoples endure a mental depression which explains the unwillingness to control migrations, the sluggish growth, the unemployment, and finally the bad governance. This European capitulation ends a gigantic ideological conflict opposing the idea of Civilization born in Europe to the cultural relativism. We must firstly expose the origins of this conflict. 22-An universal Civilization In the past, the European cultures were based on an authoritarian structure just like the Indian, Chinese, or Arab cultures. The system functioned at the detriment of the mass of people and for the only benefit of a small hereditary gang of predators using terror, violence and obscurantism to dominate the entire society. It is said that Christianity brought a differentiation. Regarding the Catholic church, it's a dubious assert. Go to global history. By 1800, England, America, and France were the theatre of a political revolution followed by a technical revolution. However we must underline that these events were the result of an intellectual revolution: The Enlightenment. It means that the European philosophers ( Bentham, Adam Smith, Franklin, Diderot, Condorcet ) invented by this time a new concept "The Civilization" (Singular and not civilizations). 221-The Enlightenment: Definition of the Civilization This intellectual revolution was based on the belief that the mankind ( Not only the European peoples ) could be engaged in a continuous progress toward happiness: When the human reason is liberated from terror, ignorance and superstitions, it gains the ability to transform the world through science in order to get happiness. Of course the first step is to empower the individuals to freely think and exercise their creativity. It implies the abolishment of the authoritarian society and its replacement by Freedom, Human Rights and Democracy. In short we have the following golden path: Freedom- Creativity-Technical progress-Happiness. Considering these notions, the philosophers invented the word "Civilization" ( The word "civilized" only existed before, opposing greek habits to no greeks). The Civilization is a process and not a specific culture. It expresses the progress of mankind toward happiness. The philosophers used to represent the Civilization like a ladder with different stages. Of course, the last stage attained by the mankind was expected to be a superior degree of Civilization compared to the former. For example, the philosophers believed that the Enlightenment was the most advanced stage of the Civilization. However, Condorcet thought that more perfect stages should be attained in the future. Clearly, the Civilization opened the road to happiness. The experience confirmed the philosopher theory because the recognition of the personal freedom immediately resulted in creativity, scientific accomplishments and technical progress. The industrial revolution of the nineteenth century started to mass produce products to satisfy mans increasing needs. For example, the progress of medicine and the drop in infant mortality was of benefit to the entire planet. 222-Civilization and cultures Now, what are the relations between the Civilization and the different cultures (customs, beliefs , tradition ) existing in different countries. Firstly we must not confuse the two word. There are different Cultures ( Even in Europe). On the contrary, there is only one unique and universal Civilization. The Encyclopedia ( Diderot ) states that the universal law is the Reason that must govern all the peoples on the earth. The different policies ( According to different countries and cultures) have to be the specific applications of this universal Reason. This vision relies on a logical assessment: Firstly, all the men have been created with reason. Secondly, any men, whatever his culture, tends to pleasure, and tries to avoid suffering (That is the definition of Happiness ). Thirdly, since the Civilization leads to happiness ( See above ) its principles are dedicated to the entire mankind. There is another consequence. According to the philosophers, it is the individual who thinks or tends to happiness. As a result, these great principles are not addressed to the nations or to the peoples. They are directly dedicated to the individuals whatever their nations. For example, the principles written in the French and US constitutions are dedicated to the entire mankind and not only to the European. It it is absolutely the contrary of any racist ideas Does it mean that all the genuine cultures must disappear? Absolutely not but they must be compatible with the Civilization. It implies a screening of all the cultures in order to eliminate the features which contradict the goal of happiness. For example, the subordination of women contradicts the women happiness and must be eliminated. The female genital mutilation increases the suffering, contradicts happiness and has to be eradicated. More generally, all the negative beliefs ( Such as magic ), all the false and superstitious practices and policies that contradict the human reason and the happiness must be suppressed. Since the end of WW2, the European societies, have exercised this screening on their own specific cultures. They have established a total freedom of consciousness. They have relegated the religion to the private sphere. They have massively developed education, sciences and techniques. By the end we have to distinguish two levels: -The Civilization with its great principles: Freedom, democracy, reason, knowledge, education, trust in science, pursuit of happiness. Civilization is both unique and universal and plays the same role as an universal language of communication enabling people to communicate. -The specific cultures: Native languages, friendly beliefs and religions, festivals, music, dressing, cooking and so on under the condition that they do not contradict the previous level. Of course, the specific cultures can differ according to each country. Clearly, a cultural diversity can be maintained inside an universal civilization, This scheme based on free individuals is certainly the best possible world. It can end with religious strife's, nationalistic wars, racism and totalitarianism that had afflicted the human history for so long. 223-European enlightenment legacy. We must bear in mind that the establishment of this scheme in Europe was not an easy task. The European authoritarian societies opposed a strong resistance through three world wars: WW1, WW2, and finally WW3 which lasted more than forty years and only came to an end in 1989 with the implosion of the soviet block. The victory of the liberal democracies led to the present globalization that began in the eighties and flourished in the nineties. With the Soviet Union collapse, people thought that democracy and globalization should extend to the entire world. The globalization promoted a society of free individuals linked by an unique Civilization and conserving their genuine cultures as long as they do not contradict the common values. Everywhere in the world, Human rights and Democracy were engraved in the international treaties and bodies ( United nations and so on ). Unfortunately, the democracies have not realized that these words ( Such as "Human rights" ) were more and more distorted. 23-The offensive of Cultural relativism The origins of the cultural relativism are well known: The global offensive against the notion of an unique and universal civilization began in the 19th and the attacks came both from the right and the left wing and notably from the Marxism. On this road, the marxists met the third world dictatorships which were opposed to the democracies. Considering their common interests, leftist scholars and the third world network elaborated the cultural relativist theory. 231-The theory As we have said the attacks began with the Marxism and more precisely with the Materialism and its moral relativism. It states that good and evil are non sense and that there are only some conducts adapted to the state of every society or local culture. Of course, with such a statement any attempt to establish a hierarchy between the different stages of the Civilization is disputed. Then, the materialists attacked the second pillar of the Civilization theory: The Reason. With Protagoras, they said that truth is always relative to each society according to the choices it has made. Of course this global relativism destroys the Reason: Aristotle explains that if you say that the truth is relative to any individual, you must consider that the contrary ( the truth is absolute for every individual) is equally true. The next step was the cultural relativism. its main ideas are concentrated in the famous Levi-Strauss book "Race and history" sponsored by the UNESCO. Firstly, Levi-Strauss criticizes the social and cultural evolutionism of Condorcet and notably the idea of progress conceived as a ladder with different steps. Then, he defines the European culture as the ability to master energy and mechanics. He posits that the West which masters the machines has only elementary knowledge's regarding the human body and more precisely the connections between the brain and the mind. He explains that the Middle and the Far East have an advance of thousands years on the West is this domain and he quotes the Yoga and so on. Finally, Levi-Strauss states that a it is impossible to establish the supremacy of one culture and he concludes that an universal civilization should be the coalition of all the local cultures, each of them preserving its own identity. Obviously, this theory calls for many reservations. Firstly, Levi-Strauss does not take in account the definition of the Civilization and he confuses it with an hypothetic "European culture". The definition of this "European culture" through the mastering of energy bypasses all the intellectual revolution preceding the technical progress and ignores the happiness as a goal. Clearly, Levi-Strauss misrepresents the real meaning of an universal and unique civilization. His demonstration about the supremacy of the Eastern culture regarding the knowledge of the human body is quite astonishing. Does he mean that all the scientific achievements in biology, genetics, study of the genome and psychiatry weight for peanuts compared to the fakir! Finally, according to the above theory, a Papua society based on cannibalism and ritual murders is not inferior to a democracy based on freedom and technical progress. Of course, there are two different societies but it's absolutely forbidden to state that the latter is superior to the former! In fact, the Cultural relativism was only a first step. Presently, there is a global offensive against the Civilization ( That is to say the "European civilization" according to the scholars who ignore its universal definition). This offensive relies on three themes: The genocide in Europe, the slavery and the colonization. Considering the genocide, the criticism focuses on the nazi period. Many scholars claim that the "European civilization" is responsible of these crimes. As we have seen above, the democracies (USA, United Kingdom and France) have had to fight against the assaults of the authoritarian forces in Europe. During these wars, these authoritarian and totalitarian societies reached the extreme limits of horror: Holocaust, nazi concentration camps, Gulags and so on. In fact, it is the Civilization represented by the democracies, which has destroyed these criminal forces. On the other hand, these scholars do not say a word about some other responsibilities regarding the gulag, the extermination of kulaks, the mass butchery in Cambodia and so on. Truly, these crimes have really been supported by the Communist movement and its million of followers ( Notably in France and Italy ). However, even in this case, it would be wrong to invoke the responsibility of the Civilization. In our democracies, none communist party took the power all along the cold war period. Clearly, the Civilization is not responsible of these genocides and has not to pay repentance. Today, these debates about the "European responsibility" are enlarged to the slave trade in Africa and the colonization. The slave trade between Africa and America has been an appalling tragedy quite unique in the entire history. We can also use the word of genocide. Anyway the true question is : May we impute slavery to the Civilization? Of course not! The slave trade began before the Enlightenment and was abolished by the Civilization. The slavery is a product of the authoritarian societies both European and African ( The Europeans only bought the slaves who were kidnapped or captured by their African "brothers". The demand was American, the trade was European but the production was African). In these authoritarian societies, slavery has never ended: Thanks to the politically correct trend, the prevalence of slavery in many Arabs countries is carefully hidden! On the other hand, the colonization is really a by-product of the Civilization. ( Democracies and notably France and England were at the forefront of colonization). What is more colonization and civilization had quite the same meaning in many humanitarian societies by the middle of the 19th century. Today, Arab and African leaders describe the colonization as an early genocide. It is a perfect falsity: Firstly the colonization brought over peace, and order, ending piracy in North Africa and inland slavery in black Africa. Secondly it brought also health and education because progress of medicine and drop in infant mortality benefited to the local people. In summary, colonization calls for a balanced judgment and the European civilization has not to be ashamed of it. 232-The cultural relativism victory Today, the cultural relativism is the official politically correct theory among scholars and leaders in the European Union. This success has completely changed the meaning of the word "Civilization". More precisely, the cultural legacy of the primitive and authoritarian societies is conserved and on the contrary, the Enlightenment legacy is suppressed or forgotten. The word "Civilization" has been deprived of its philosophic origins. It is quite a pejorative term used to condemn the attempt of the European culture to impose its values to other cultures. Today, scholars only use the word "culture" that designates the intellectual life, notably languages, beliefs, and the ways of life. Since there are no more ethical values, the fact that the ways of life may include some bad habits ( Such as the subordination of women, fanaticism, lack of freedom of expression, female genital mutilation, domestic or sexual slavery ) does not matter. The word "culture" is deprived of any ethical qualities. By the same token, you can take notice that the words "individual", "Reason", "Happiness" and "Freedom" are definitely forgotten. The notion of "progress" is by itself more and more challenged notably by the anti globalization movement. Finally, scholars only deal with different cultures: European, Islamic, African, Asian or Papuan. The only reservation regards the bad European culture ( See above). You may object that the word "Human rights" is constantly used in the world. In fact this word is also distorted. According to the 19th philosophers, the Human rights were the rights of any individual such as you and me. Today, the word "Human rights" designates the right for each culture to be integrally preserved and to play an active role. It does not apply any more to the individual but to the community with its specific culture. Since this specific culture must be integrally preserved, its bad habits must be conserved too. It means that the word "Human rights" has been returned against its genuine meaning. 24-A civilization suicide You could think that all these discussions have no incidence on our day to day life. It is true in an homogeneous country. Now just consider the different cultures cohabiting in Europe. The only way to maintain a link between these peoples should be to emphasize on the common values of the Civilization and to only accept the local cultures as long as they do not contradict them. Unfortunately, the European Union has given up the common values of the Civilization to facilitate the implementation of the Muslim and Arabic culture in Europe. Such a project will lead to the balkanization of the continent. It is really a civilization suicide. 241-European Union: Capitulation Confronted to the cultural relativism lobby and the pressure of Islam, the European leaders are establishing a multiculturalism deprived of any limits. They currently say that the European building relies on a project focusing on peace, Human rights, Democracy and free market. It is a falsity. We may prove that the Europeans leaders intend to allow all the migrants local cultures even when they contradict the great principles. To support this point, we ask you to report to European constitution and the Euro-Arab partnership : This survey ( A web exclusivity ) must be read as an annex and shows how the European leaders are selling off all the great principles of the Civilization in order to satisfy the Arab and Muslim demands. It means that a culture still based on the subordination of women will be treated as an equal inside the European territory (Go to gender ) What is more, the European leaders intend to downgrade the genuine European cultures in order to facilitate the implementation of the Muslim and Arabic culture in Europe. In application, the European Commission has created a new European agency which aims to change our culture and education. For example, the education will offer a large place to religion and the learning of arabic ( Instead of focusing on science and modern knowledge, the European education will return to the early Middle Ages!) By the same token, the notion of "German culture" ( As well as French, or British culture ) is expected to be replaced by "Cultural life in Germany"! The Foundation also aims to target the schools of journalism and to develop arabic TV channels in Europe. The laws and the justice are the best indicators of the implementation of this new policy in the European societies. Indeed, a juridical network has been set up in order to promote the cultural relativist interpretation of the human rights used to protect any subculture. A network of "Human rights" NGO empowered by the State plays the role of a police of ideas just like the Minister of vice and virtues in the former Afghanistan. In this context, any individual attempt to defend the values of the civilization is denounced as a racism: Citizens are subjected to fines, harassment, imprisonment for dissenting from the politically correct code. Moreover, the Council of Europe has recently adopted a resolution condemning islamophobia. It shows to what extend the freedom of expression is repressed in this country. 242-Road to Balkanization Such a project will lead to the balkanization of the continent. More precisely, the project cannot work because the free individuals are not federated by the common values of the Civilization. They only rely on their own specific culture and are divided by ethnic or class diversity. The next drawing explains the present European situation. -The first square shows the past situation: Each nation based on its own culture and ethnicity ( Red, blue or black circles ) is constantly at war with its neighbors. -The second square shows the Civilization based on free individuals ( Small white circles). these free individuals are linked by the common values of the civilization ( Blue ). As a result, They can resist against any aggression (The US or the Swiss models illustrate this situation). -On the contrary, the third square shows the present European situation. The common values have vanished and thanks to cultural relativism, each specific culture can express itself without limits. As result any individual is enclosed in his own culture or ethnicity ( Red, green and blue color circles). These individuals cannot unit themselves. They cannot resist. -Now take in account a specific group such as the islamists. Facing with no resistance, the Islamic movement acts like a compact ethnic group absorbing or threatening any individual. 243-Mental depression An intellectual and politic capitulation is not clearly perceived by ordinary people. However, the people intuitively realizes that there is something rotten in the "European Kingdom". Currently people say:" We were living in a beautiful and peaceful country, we were quiet and at peace with every nation. What is happening to us?" It means that the European peoples endure a mental depression. The first symptom of this mental depression regards the Ethical field. As we have seen above, the Relativism states that good and evil are non sense and that values do not exist. It is a true nihilism based on the idea of nothingness. It means that any life is meaningless: You are individually worthless and you are just a number with no more value than a sand grain in the Sahara. If nothing is valuable, any effort is also meaningless. Of course, these bitter prospects result in an increase in despair, depression and teen suicides. it's clear that the Relativism leads individuals and societies to degenerate and to disappear. It explains notably the sluggish growth, and the decrease of productivity. The second Symptom is the regression of the logical thought. As we have seen above, the Relativism destroys the reason. Many people, notably young, are not able any more to reason in a logical way. Their behaviors are just the result of sensory impulses and inclinations only coming from images and propaganda channeled by the education and the media's. More precisely, as a result of the disappearing of the logical categories, all the emotional words and images attain directly the consciousness receptacle and provokes sensory impulses instead of reasoned thoughts and actions. For example, I am very astonished to compare the content of the on line discussion forum in France and Australia. In France even the message board visited by educated people are deprived of any reasoning and just offer a spectacle of emotional impulses. The third symptom is the self flagellation. The young people hate their own civilization. They hate themselves too. They feel guilty. Thanks to the cultural relativist lobby, they think that they bear the responsibility of all the world misery. They believe that their own culture has killed the indians, developed slavery, looted all the wealth of the third world and been accomplice of the nazi. Such a speech is daily propagated by the media. In listening that, any reasonable person should think that the Western Europe is inhabited by a savage tribe: Clearly, the best solution should be to clean it from the surface of the world! ( In fact, our leftists explain that thanks to our aging, we should be quickly replaced by overseas populations). As a result any aggression is assimilated to a punishment and of course you must not resist to a punishment. This guilty complex explains the extend of the no violence principle which posits that we must not resist to any attack. This trend explains the massive peace demonstrations in Europe and the hysterical campaign against the US Government just because it dares to resist! It explains also the unwillingness to control migrations. You may object that this mental depression does not affect the governing elite. In fact it does! Firstly, the leaders are coming from the people. They share the same education and in getting old, they only repeat what they had learnt in their childhood. Moreover, the present governing elite was 20 old in 1968. This year marked the apogee of the cultural relativism dogma in schools and universities. It means that the present elite ( Right and left wing ) is absolutely poisoned by these ideas. Secondly, the disappearing of ethical values has facilitated the extend of the grand corruption: Go to World corruption. In my opinion the oil money coming from the Arab countries also explains why the European governance has so easily capitulated. The UN oil for food scandal implying top French official just confirms this opinion. Of course, this situation explains the lack of good governance. That is the present European mood: Unfortunately, the Islamism do not want to disappear into a new multicultural Austrian empire enlarged to the entire Europe! In fact, our vulnerability to terrorism is only due to the fifth islamic column living in Europe. The good question is: How long shall we tolerate these islamic groups which are plotting terrific strikes against our civilians? Some measures should seem obvious: To neutralize the suspected terrorist cells, to expel the fundamentalist groups campaigning for the Jihad, to forbid any immigration and tourism coming from countries contaminated by the islamic plague and so on.
