GLOBAL LEARNING SYSTEM
ONLINE SECONDARY EDUCATION

SUMMARY

A global learning system is the ultimate key for technical and economic progress. Today, it's also the key for civil peace and security.

With globalization, there will be large migrations and it will be difficult to make different ethnic groups cohabit, including people coming from authoritarian countries and bearing negative beliefs. We really need a global learning system for a global world.

Unfortunately, our traditional education is outdated and cannot meet this challenge. A global learning system is the only way to deal with this evolution.

Based on new and available technologies, this global learning system can provide any student everywhere in the world with online secondary education.

1-INTRODUCTION

Education is a world challenge:

In poor countries, the bulk of young people will far exceed the financial and human capacities of traditional education. School enrollments will decline and the number of illiterates will grow up

In developed countries, despite large financial resources, the traditional education gives more and more bad results.

  • The cause of this situation is the following: Among most all-human activities, education is one, which has never taken advantage from technical progress. We teach and we learn nowadays as in Socrates’ century. People have to meet in a single place, on a rigid time schedule, and to follow always the same out-dated content.
  • This traditional system needs highly paid faculty and brick and mortars requiring large investments. The entire government budgets in poor countries would not be sufficient to provide with education an increasing number of young people.

Moreover, the content of education has not evolved and is not adapted to free societies: Negative beliefs coming from authoritarian societies are still carry on by public and private education. In many countries, education is poisoned by old ideas that drive fanatic behaviors. Because this situation, the logical thought is regressing both in developed and underdeveloped countries.

2-MISSION STATEMENT

Internet and available multi media technologies have potential to revolutionize the learning process.

A transnational corporate (global learning system) could provide with on line secondary education to students in the entire world at a lower price and with faster results than in the traditional education.

The architecture of this global learning system is based on:

-Universal content of course material and a world server.

-Internet highway.

-Automated expert tutor which delivers a tailored education to each student.

-Advances in hyper learning

3-PROJECT DESCRIPTION

31-Universal content

Today education is fragmented into 200 nations and thousands of languages. As a result, religious or nationalistic perceptions, useless topics, and local traditions poison each nation based education. Each education system is separated from the world knowledge. People learn old stories and out dated concepts. A lot of time is wasted.

In our global learning system, the content of course material is strictly the same everywhere in the world. According to secondary education, the learning process uses only one language: English as universal medium for an universal content (It was the situation with Latin in the past).

This universal content has for outcome a global gentleman or gentlewomen able to learn throughout his or her lifetime. A strong emphasize has to be put on logical thought (mathematics, logic, rhetoric, physics, critical thinking) personal development (self-awareness, creativity) and ethical behaviors according to international standards.

This universal content will merge the skills of University (subject matter experts) world information (the web) cognitive psychologists (how to learn faster) information system designers, experts in multi media, and experts in computer business.

32-World server

A world server who contains the courseware, database, and automated aids hosts the universal content. All the up dated information collected on the web are instantly dropped in the courseware. The world server leads to a world Internet channel. Each student everywhere in the world and at any time can connect to it.

33- Internet highways

Traditional education takes a predetermined length of time, regardless of the individual abilities. Young people enter in a class and pass in the next class the next year. Each individual is trapped in a collective vehicle and is waiting a preordained graduation day.

CLASS 1-----CLASS 2-------CLASS 3------CLASS 4-----GRADUATION DAY

In the global learning system, the student gets a free navigation in the knowledge highway according to his own abilities just like an individual car driver. He can enter whatever point his abilities dictate and he can exit at any time when he has mastered the tasks. He supports test when he enters and screening test when he exits. The tracking system up dates the appropriate records and stores them in the world server. Records are accessible to authorized persons with the student’s permission.

Records and certification will be independent from any State diploma and regulation. We can expect that companies in the world will find better confidence in the global learning system certification than in obsolete diploma delivered by nation based institutions.

34-The expert tutor : Aladdin

The global system delivers a precision guided learning. While the content is the same everywhere, the learning process is tailored to any particular student. This capacity is due to an electronic tutor system that we call Aladdin to refer to the genius contained in his lamp.

Aladdin adjusts the courseware to the learning mode of each student, diagnoses student performance, answers questions, suggests direction or information to future learning, and delivers test, scoring and screening. Moreover, Aladdin displays virtual reality. It enables the student to make chemical or anatomy experiments without living his desk (Virtual reality is already used in simulators)

Aladdin is a lifelong companion for each student. Knowing very well the person, Aladdin can adapt its tutoring when the student becomes adult. It delivers whatever information is required whenever it is needed. It always up-dates professional information. It simulates decision making to address complex world. It becomes like a brain clone of the adult. It is the support for a life-long education

35- Hyper learning

Young kids learn to walk and to speak in an exponential rate because they have a very strong motivation: Utility ( They learn in order to get food and rewards) and because they learn by sensory stimulation and experience.

Consequently, Hyper learning implies the following ideas:

-Education (what you learn) must always be linked to motivation (why you learn), and to the experience (how you learn)

-Secondly, people needs a richly interconnected, decentralized environment. When individuals take responsibility for what is learned and cannot rely on direction from central authority, they learn faster.

-Thirdly, the approach is based on the fact that people learn fast by solving real life problem. Look at the drawing:

The traditional lesson is replaced by a challenge that student must solve in using web resources. Thus he gets the solution and the feedback screens it and proposes a new challenge. In so doing, you can get the same results that during the first infancy: exponential learning!

With hyper learning, we can expect to save 50% of the time needed for secondary education in traditional colleges.

Children will use the time saved in open air. Young adults will begin to earn little money. Anyway, it will be better than to be enclosed along the day in some awful barracks.

4-FINANCIAL DESCRIPTION

We demonstrate that this project is highly profitable. We do not go to the specifics. The following forecasts are just rough materials.

41- Investment and annual costs

411-Investment

40 teachers, 10 cognitive experts, and 50 technologists are required the first year to create the courseware and the entire interactive program. We have also to acquire software, hardware, and so on. The total investment shows the following figures:

Teachers, cognitive experts and technologists are priced $ 300,000

$300,000 * 100 =

$30,000,000

Hardware and software:

$30,000,000

Miscellaneous:

$10,000,000

Total investment:

$70,000,000

412-Annual costs

We need 50 permanent staff priced $200,000 per year. Hardware and software are depreciated in 3 years i.e. $10,000,000 per year. Advertisement amount $20,000,000 per year.

Staff: $200,000 * 50 =

$10,000,000

Depreciation:

$10,000,000

Miscellaneous:

$10,000,000

Total annual cost:

$50,000,000

42-Sales forecast

According to United Nations, by 2000, people enrolled in secondary education will be 400 million. On this rough basis, we assert that the market would evolve like that:

You invest $1 by 2002 and you collect $10 by 2005!

These forecasts are rough materials, but you must bear in mind the following facts:

-The figures about the increase of secondary education are quite certain.

-Up dated statistics say that about 500 million people would be connected by 2005. Obviously, the bulk of connected people will arise from secondary students. Once again, the figures about student connected look right.

-There is a lot of uncertainty about the rate of real prospects. As secondary students come out from the middle urban class, we can assert that the price ($20) per year is not dissuasive. Moreover, middlemen in Mainland China and India are already mostly English speaking people. Remember that these middlemen account for millions in these two countries and that they are eager to give a safe education to their children.

Although, the financial forecast look fabulous, we can assert that they sound right.

5-CONCLUSION

Some people say that distance learning has existed for decades in the form of printed correspondences course, video taped program and TV program. It is true but the global learning system is quite different because it brings an universal and updated content and a lot of automated experts which tailor the program.

People say also that distance learning takes away from personal contacts but it is the tribute to pay for any technical progress. In the past, you traveled in stage coach and it was pleasant to talk with others passengers. Today, you travel in your own car. There is no more talking but you go faster and on a longer distance than in the olden days. Anyway, with Internet you can participate in chat or forum and enjoy a larger communication than in your old class room. Internet communication leads to a great openness and eliminates many of the intimidating factors of face to face traditional schooling.

Objectors say that all these technologies are too much complex. In fact the present generation is the first to have grown up with computers, portables and video games. Moreover, the young people are strongly open to the future and reluctant to the past. On the contrary, traditional education emphasizes the past: out dated content, old stories, old tools. As a result, teenagers think they lost their time and are pushing away from real learning.

In fact, the main objection is the fundamental aversion to change from the public education system.

Now, your real choice is only between two issues:

PROMOTE THE GLOBAL LEARNING SYSTEM

Or accept to have for future

THE COHABITATION WITH BILLIONS OF ILLITERATE PEOPLE!

Now think and make up your decision !
