TO PRESIDENT BUSH
A NEW AGENDA

Dear
Mr. President,
Allow
us to offer you our heartiest congratulations on your re-election. Everywhere,
the freedom fighters are happy to fight under your leadership for four
more years. This success rewards your personal commitment to extend
democracy and freedom in the world. You have not yield; you
have not rest; you have not relent in waging this struggle for freedom
and security for the free people. A free Afghanistan and soon
a free Iraq are the tangible results of your policy.
Free
world Academy takes this opportunity for monitoring the main world challenges
that are expected in a near future. We hope that this contribution to
a new agenda would be useful and could catch your own
advisor’s attention.
We
will mainly focus on the present war and its main issues. Right now,
successful operations have been balanced by an increase of misunderstanding
in some countries. For example, there has been debate over exactly who
is a terrorist or what terms like “the war on terrorism"
represent. Europeans plead that terrorism is just a matter of police
and justice. They refute the word “war” and claim that there
is no war at all. This debates illustrates that some concepts are not
understood. It is not just a communication problem. It could mean that
these concepts are not appropriate to the policy and could evenly lead
to confusion.
Since
creating concepts is the Free World Academy’s core business, our
contribution will propose some global ideas more operative than those
used in the past. In short, your Administration may try to better
define who is the enemy, who are the allies and what are the long term
goals.
1-WHO
IS THE ENEMY
Since
the September attacks, the standard explanation posits that dictatorships
and lack of democracy are the main causes of terrorism. This explanation
is obviously true. However, it seems too abstract because the connections
between some dictatorships and terrorism are not immediately obvious.
Moreover,
the word “terrorism” does not seem adequate for designating
the enemy. We are not only facing few groups. In reality, these groups
are supported by an ideology, Islamism, which is more and more expanding
among the muslim world. What is more, this ideology is clearly backed
up by some specific states. In short, we have better to say
that Islamism is the enemy.
11-Islamism
is the enemy
Many
eminent US scholars have defined Islamism: Firstly, Islamism hates modernity,
capitalism, human rights, democracy, science and knowledge. It relies
on the Sharia’a which is the opposite of human rights, decency,
and a civilized way of life. Just like the nazism, Islamism propagates
anti semitism.
Secondly,
Islamism is the tank of terrorism. Many evidences show that Islamism
brings everywhere troubles and violence. Of course, islamists maintain
that they condemn terrorism but in the mosque, radical imams deliver
hatred speeches, recruit young people and send them to the battlefield.
In fact Islamism and terrorism are closely connected. Islamism is the
political channel and terrorism the military channel of the same plague.
Thirdly,
Islamism is expanding on the fast lane: Few years ago, the hijab the
more visible islamic criteria, was only worn by old women or by women
living in Iran and Saudi Arabia. Today, everywhere in the world, most
of muslim women, even very young girls, wear the hijab.
At
this point some scholars may object that Islamism and its indicator,
the wearing of the hijab, are just a matter of religious freedom. Firstly,
Islamism is not a religion because it has always been condemned by the
the caliphs who were the commanders of the believers and the guardians
of the holy places. It means that islamism has nothing to do with a
muslim faith.
Secondly,
this ideology has nothing to do with freedom of consciousness since
it is a war ideology. It is worth to recall that by the end of WW2,
a denazification process was implemented in Europe. All pupils books
were reviewed and racist ideas extirpated. By this time nobody complained
that these ideas were just a matter of freedom and consciousness! Today,
the situation is the same. Just like the nazism, Islamism must be eradicated.
Many
Europeans scholars contend that waging war against Islamism could lead
to a clash of civilizations opposing christians to muslims or the riches
to the poor's. Firstly, Islamism cannot merit to be ranked as a civilizations
since it is just a barbarism. Secondly, this barbarous ideology does
not not only attack the jews and the christians. It also threaten the
Muslim, Buddhist, Indus and confucian civilizations. For example, Muslims
are its main victims (notably in Algeria with over 100,000 dead's).
Another example: Recently a buddhist monk was beheaded by the islamists
in South Thailand. Obviously this poor monk was not a jew, nor a crusader,
nor a rich person. It means that islamism is waging war against all
the civilizations and not only against the “jews and crusaders”.
We
think that these arguments should be put in a formal statement signed
by an international college of scholars and then endorsed by your Administration.
Such a statement could define the enemy. It could also dissipate
the disinformation notably in Europe.
12-Saudi
Arabia and Iran are the main islamic bases
Nazism
began in Germany and then expanded in the entire Europe (except the
United Kingdom). Today, the islamic plague began in Saudi Arabia.
Wahhabism and the Saudi family implemented a fanatical society inclined
to backwardness. In the seventies, with the oil crisis, they expanded
Islamism all over the Muslim world from Morocco and West Africa to Indonesia.
They used oil money to corrupt and implement Islamic regimes or Islamic
opposition in an increasing number of countries. Since the beginning,
they finance terrorism and provide it with leaders (Bin Laden).
Some
reforms are expected in Saudi Arabia but every people think that it
could need a long span of time. Within this period, Islamism will going
on in expanding its troubles, violence's and terrorism. Such a situation
cannot be accepted. Already, many opinion leaders are thinking that
your Administration too much indulges for this rogue State. Of course,
we know that this country possess the largest oil fields in the world.
However, we may also bring some comfort in saying that nobody want to
storm these precious oil fields. The actual question is: How can we
separate the oil money and the Islamism?
Few
time ago, some US advisors answered to this question. They proposed
to replace the feudal ruling class and to reshape the entire country.
Whatever the solution, the objective is to prevent islamists to use
oil money. This goal involves a tough diplomatic action backed up by
a a light military pressure: Saudi Arabia is not a real State but just
an aggregate of feudal tribes which only survive thank to the west.
The
second Islamic tank is Iran. The Shah was engaging
his country towards modernization through a constant struggle against
obscurantism. Despite this fact, we gave facilities to Khomeiny and
he took over Iran. We know the result: alltheway to the seventh century!
Today, we cannot accept that the mullah power get a nuclear weapon:
In a near future, every European capital would be within range of ballistic
missile based in Iran. Since it should be unwise to trust in the Mullah
promises, a diplomatic option cannot bring any solution. It means that
a preemptive strike must be on the agenda.
On
the other hand, Iran is not Saudi Arabia. Iran was a civilized area
before the fall of the Shah and a powerful educated middle class still
exists among the population. Young people are notably eager to topple
the regime. This goal can be performed through an indirect policy based
on a strong support to the opposition.
With
the death of Arafat, a new land of Islamism is appearing.
Clearly, the islamic movements are expected to seize the power. The
Palestinian territories will soon become an international terrorist
harbor just like Afghanistan before. In such a context, the Israel-Palestinian
road map is going nowhere and your Administration has better to ignore
the European claims. Obviously, the negotiations would only resume when
all the terrorist movements and their State sponsors such as Syria,
Saudi Arabia and Iran would have been neutralized. For the present,
the best solution is to let Israel the responsibility to deal with the
problem.
2-WHO
ARE THE ALLIES
One
of the most debated issue of the four last years has been the problem
of the alliance. Your second mandate could bring an opportunity to clarify
the matter. It has been said that the US did not enough discuss the
issues with their allies. Of course you could recall that you do not
intend to discuss with your enemies or their trojan Horse (In Europe
notably). On the other hand, the USA must not appear isolated. Time
is coming to establish a Great Alliance with the three big countries
that are threatened by the Islamism: Russia, China and India.
Paradoxically,
the US have no military alliance with these three countries. Indeed,
your only multilateral alliance is the old NATO including some countries
which are the good friends of your worst enemies! It means that your
second mandate could offer the opportunity to reshape the Alliance network
notably with regard to the old Europe.
21-Establish
a new Great Alliance
You
may notice that Russia, China and India were your war allies during
WW2. It is the same story today. Clearly, and in order to enhance these
allies, it should be wise to set up with them a formal Great Alliance.
Of course, the US will keep the leadership but an institutional framework
could favor free discussions, better understanding and a sharing of
the burden of the war.
Of
course, the establishment of this Great Alliance implies some preliminary
steps towards the different partners.
Russia is confronted to the islamic plague in Chechen.
The dreadful slaughtering of children in Ossetie is just a sign among
other of this situation. Clearly the Chechen terrorists or the Al quaida
terrorists obey to the same barbarous ideology. President Putin reiterated
his desire to work closely with you in the global war on terrorism.
It means that the US cannot support the activists who defend the terrorists
in Chechen. The US must also refuse to share the European policy regarding
this matter ( The reaction of the western European elite after the ossetie
butchery was a shame). We mean that we must not confuse our enemies
with our allies in war time. The US have not interest to weaken Russia
China is not yet a democratic country (During WW2 the
Soviet Union also was not a democratic country. Nevertheless, the US
and the Soviet Union were allies). China has huge concerns with Islamism
which is extending in the South East Asia. In such a context, the Taiwan
problem must be frozen. Since the chinese would like to have their regional
power recognized, let them dealing with the North Korean Problem. If
they do not succeed through diplomacy, it would be time to use military
measures in partnership. In this case, the US could limit their involvement
to air strikes, letting the chinese leading the ground battle. The US
have not interest to be alone in this matter because a new korean war
will not be a military promenade.
India is a friendly democracy. The country is threatened
by the islamism and should enjoy to participate to the Great Alliance.
It is the US interest to officially recognize India as a major and permanent
ally in this region.
We must emphasize the importance to display this Great Alliance with
China and India because it should be the best demonstration that the
world war against Islamism is not a clash of civilization or a clash
between the riches and the poor's. It will prove that it is the war
of the united civilizations against a single barbarism.
22-Increase pressure on Europe
Europe is going to loose more and more its influence on the world scene.
This gloomy situation is not only the result of a poor governance in
some major countries such as France and Germany. It is also the reflect
of the low spirit shared by the European population: Demographic decline,
senility, pacifism, self flagellation and so on. Consequently, the islamists
consider Europe just like a prey. Immigration from muslim countries
is boosted! If this trend were going on, we would observe a civilization
suicide within few decades.
However, Europe could not be for the US a subject of benign neglect.
Firstly, the US cannot accept that Europe becomes a hub for Islamism
and terrorism with a fast growing anti semitism. Secondly, US and Europe
have shared for long the same values. Thirdly, Europe is not yet completely
lost. It means that a close examination of the global situation must
be addressed with targeted measures rather than with speeches and conferences.
Regarding the war on Islamism, Europe is divided into four components:
Firstly, the United kingdom, and the Eastern countries stand in the
freedom corner. Secondly, the German and Nordic countries are neutral.
However, this position has not resisted to the islamic pressure (Netherlands!).
As a consequence, they could soon rally the freedom corner. Thirdly,
the French ruling class is more and more linked to the Arab world at
the detriment of the European and Atlantic solidarity. Finally, some
Europeans circles (big business, media's, European bureaucracy) are
engaged for long in the so-called Euro-Arab dialog. These negotiations
rely on the increase of immigration from muslims countries and the constant
disinformation about America and Israel. This situation explains the
growing anti-américanism in Europe and notably in France.
To fight this dangerous trend, the United States must develop a proactive
policy separately with each component
-Firstly, the Great Alliance should be only open to the members of the
first component. It should be fruitless to have some trojan horse in
it. Consequently, the Great Alliance should replace NATO.
-Secondly, the US could propose a great transatlantic market. This idea
shall be welcomed by the first and the second component. Such a great
market will definitely torpedo the concept based on an Europe opposed
to the United States. It will also eliminate the notion of a "Mediterranean
Europe" which is just a tool for the islamization of the entire
continent.
-Thirdly, in order to fight disinformation and to help the friends of
America in Europe, the US should consider launching a French language
service of Radio Free Europe. Six years after the fall
of the Berlin wall, too much Europeans media's have erected a new wall
of propaganda and anti-American filth.
3-DISPLAY THE WAR GOALS AND DISBAND THE UN
You have constantly emphasized that the ultimate war goal was to bring
democracy and to free the people. What have been done in Afghanistan
with the fall of the talibans and in Iraq with the fall of Saddam should
be extended to the entire world. It means that Democracy is going to
be the unique paradigm in international affairs.
Considering a new definition of the enemy based on Islamism rather than
on terrorism, you may describe more precisely the liberal reforms preceding
the effective democracy. For example, women rights must appear
at the first place on this agenda with some consequences such as the
civil equality, the abolishment of polygamy, stoning, mutilation and
the entire sharia’a.( It means that the Ataturk reforms
should be extended over all the muslim area)
However, many populations have not yet listen to you because the world
forum is occupied by a corrupt body and its false propaganda: The
UN. Your Administration is more and more convinced that the
UN is a machine against democracies, free trade, economic growth and
scientific or technical progress. With the oil for food program corruption,
time is coming to say that it is too much. Considering this situation,
the UN should not be reformed but abandoned. However, free democracies
have not interest to get out of the organization. It should be better
to progressively end it in reducing finance and opposing veto to any
reform.
On the other hand, a globalized world illustrates the need for a new
organization devoted to the free countries purposes. Of course, the
new Great Alliance could bring the opportunity to set up this new organization.
At first glance, it could notably include the United States, the United
Kingdom, Japan, India, China and Russia. Such an ensemble would represent
more than 50% of world population and would have a sufficient legitimacy
for acting.
Of course, the primary goal should be to neutralize the jihadist network
and to overthrow the dictatorships in the most afflicted countries.
Genocides such as Rwanda and today Darfour should be strictly prevented.
In order to reach these goals, the Alliance could establish an international
trusteeship system for the administration and supervision of the liberated
territories.
4-LONG TERM CHALLENGES
We would like to complete this survey with some remarks about long term
challenges such as education and economic development.
We want to underline the role of education since it’s our world
motto. As we have seen along this memo, education is the long term key
for a free future.
41- Education
Education is a world challenge: In poor countries, the bulk of young
people will far exceed the financial and human capacities of traditional
education. School enrollments will decline and the number of illiterate
will grow up. In developed countries, despite large financial resources,
the traditional education gives more and more bad results.
The cause of this situation is the following: Among most all-human
activities, education is one, which has never taken advantage from technical
progress. We teach and we learn nowadays as in Socrates’
century. People have to meet in a single place, on a rigid time schedule,
and to follow always the same out-dated content. Moreover, the content
of education has not evolved and is not adapted to free societies: Negative
beliefs coming from authoritarian societies are still carried on by
public and private education. It is disappointing to observe that the
opponents of democracy too often arise from educated people. It means
that the content of the actual education has to be completely reviewed.
Clearly, we need a revolution in educational affairs.
Internet and multi media technologies have potential to revolutionize
the learning process. It’s a pity to see that all this tools are
today available's on the market and that they are only used to promote
play stations and so on. A formal statement emanating of your high authority
would be sufficient to channel investors towards educational matters.
According to our own studies, a transnational corporate could provide
on line secondary education to students in the entire world at a lower
price and with faster results than in the traditional education. This
global learning system could reduce illiteracy, promote positive values
and finally provide us with the ultimate weapon against outdated ideologies.
42-Economic development
Global capitalism is a success story but three facts may impede its
development:
-Firstly, your Administration should weight on the WTO in order to dismantle
protectionism on agricultural products. The European
Union agricultural policy is estimated to cause the poor countries a
loss of $20 billion annually. The US policy regarding cotton also impedes
many poor africans countries. Some progress in these sensitive domains
would convince many African and South American countries that they can
benefit of the globalization.
-Secondly, creativity (in connection with education) is the main driver
of economic development. However, creativity is more and more impeded
by ecological considerations. In fact, the environmentalist movements
use ecology as a new weapon targeting the Free world. Since creativity
is the magic wand of free countries, the third world dictatorships and
their ecologist activists (NGO) are trying to undermine technical progress
in western countries.
As you know, your refusal of the Kyoto protocol has
been an argument constantly raised by the enemies of America. In our
opinion, the US are right in refusing to sign the Kyoto protocol. Firstly,
there is incomplete scientific knowledge of the causes of global climate
change. Huge factors such as change in the sun energy, or cooling effects
of volcanic eruption must be taken into account. Secondly, undeveloped
countries are mainly responsible for this situation through massive
deforestation which is irreversible because the destroyed humus prevents
any further replanting. Thirdly, We must engage in carbon storage with
a big replanting program in our own territories in order to match the
damage. Finally, technical progress remains the effective solution (Hydrogen
fusion) instead of complex and unbalanced State regulations.
-Thirdly, we observe that a new world plague is constantly increasing:
Grand Corruption. In the nineties, World Institutions
calculated that the criminal activities accounted for 500 billions dollars
per year. Today, a recent parliamentary report estimates at 5000 billions
dollars the amount of saving accounts in fiscal paradises (12% of the
world GDP). We have to question ourselves about the existence of these
so-called fiscal paradises. In fact, they are fueled by crime, narcotics,
terrorism and mainly grand corruption. The oil for food program illustrates
the increase of this plague everywhere. In our opinion, the terrorist
emergence can be related to this new phenomenon.
Moral
relativism is one of the cause of the increase of grand corruption.
We may realize that the capitalism cannot work without a minimum of
ethical values: Grand corruption is like a cancer destroying our inner
system.
Fortunately,
Mister President, your election has been the victory of ethical values
over moral relativism. Consequently, all the honest persons
are expecting from your new Administration a strong commitment in order
to cure this cancer. We suggest that your intelligence agencies identify
corrupt people in all countries and release their observations to the
public. The track over the oil for food program could be a good beginning
in this sensitive matter.
